Halcyion Federation

The Halcyion Federation is a democratic union of autonomous planetary governments, founded in the Halcyion Sector when individual worlds proved unable to resist Aurelion expansion alone. It operates as a collective trade and security alliance. Member worlds keep their own laws, governments and cultures, and Federation authority extends only to what they have agreed to hold in common: defense, trade regulation and border security.

Policy is set by the Halcyion Senate, where each member world seats a delegate and each delegate holds one equal vote. Force is provided by the Halcyion Defense Forces, a unified command drawing ships, personnel and tactical doctrine from every member species and built for coordinated defense instead of conquest. The founding framework was proposed by Halcyion Prime, whose people had survived their own near-extinction through technology, and the Thuul, Qy'reen and Istryx sectors joined on negotiated terms. The Halcyion species still has more influence than its votes account for, through its archives, shipyards, research institutions and freight networks.

The Federation is a secular body. Its principles come from Halcyion doctrine, which holds the creation and preservation of knowledge to be a sacred obligation and enforced transformation of body or mind to be inherently destabilizing, and the Holy Order of Halcyion is formally barred from authority over Federation institutions. Consent and legal process bind its responses even when speed would serve it better. The Heliyx Sector was lost to exactly that constraint: its leadership accepted Ascendant memory marks and voted to withdraw, legally, and no intervention was available that did not break the Federation's own rules.

A fragile peace and a limited trade agreement hold with the Aurelion Ascendancy after repeated wars over the Axis Hyper-Lane, where traffic is inspected at length for memory mark infiltration, Ascendant agents and unauthorized Axiom constructs. Relations with the Axiom Combine divide the membership, some governments trading technology with it and others classifying it as an existential threat.
