Settlement

Any ground where built structure sets the terms, from a frontier compound of two hundred to a level of a City world. Ruins belong here too: the walls still stand, the sightlines follow the original layout, and anything living there uses the building for shelter. Every encounter falls under a jurisdiction, and in a ruin the jurisdiction is whatever authority survived.

In play

  • Enclosed

Encounter distance is Close to Medium throughout. Ranged weapons lose their advantage past the end of the street.

  • Hard cover

Masonry and structure give three-quarters cover almost anywhere. An encounter here is fought from corners.

  • Vertical

Roofs, levels and shafts add vertical layers to the encounter, reached by climb, lift or permit.

  • Witnesses

In a living settlement, any action taken in the open is known to someone within the hour. In an abandoned one, it goes unobserved.

Variations

  • Occupied

People, law and a market. Foraging means buying, and an alarm brings a response.

  • Ruin

Standing structure with no jurisdiction, and collapse is the main hazard.

  • Undercity

Built ground that has been built over. Subterranean rules for light apply throughout.

Worlds it occurs on

  • City A planet whose surface is entirely built over, with no open ground and all air, water and food imported.
  • Foundry World A world converted end to end into industrial plant, with an exhaust atmosphere and a day set by shifts.
  • Terran (Arctic) A rocky world covered in ice for most of the year but habitable, with open water at the margin in summer.
  • Terran (Arid) A hot, dry rocky world habitable at its edges, with dune seas across the interior.
  • Terran (Barren) Rock and wasteland with a thin atmosphere or none, habitable but sparsely settled.
  • Terran (Verdant) A rocky world with liquid water, breathable air and a magnetic field to protect them, rare and the cause of most wars.
